Chinese authorities have officially released the Textile and Apparel Excellent Brand Cultivation Action Plan for 2026 to 2028, marking a key strategic shift for the traditional textile industry from manufacturing-driven to brand-value-driven development. The plan systematically clarifies six core development tasks, covering innovative design empowerment, intelligent and green production transformation, traditional textile cultural inheritance, standardized system construction, channel upgrading and global market expansion.
The policy clearly guides domestic textile and apparel enterprises to abandon the extensive low-cost OEM processing model. Enterprises are encouraged to independently research and develop core technologies, build exclusive intellectual property systems, standardized production processes and differentiated brand aesthetics. In the next three years, the industry will focus on cultivating a number of high-quality Chinese fashion brands with international competitiveness and cultural characteristics, further optimize the domestic industrial value chain, eliminate low-value links, and comprehensively strengthen the right of voice of China’s textile industry in the global fashion market.
